Proposal Objective:

SI is preparing a proposal for an anticipated five-year USAID-funded collaboration and learning project. This coordination, collaboration, and learning platform will contribute to all aspects of the results framework. It will also make a central contribution to the RISE II transformative outcome of “Enhanced capacity to learn and adapt among beneficiaries, local partners, and partner governments.” The project is expected to be awarded May 2019.

Position Description:

SI is seeking a Collaboration, Learning, and Adaptation (CLA) Lead to oversee daily management of monitoring, learning and capacity building activities on the five-year project. The Lead position will be full-time, based in Niger, for the duration of the project.

Responsibilities:

· Coordinate monitoring and CLA activities, providing quality assurance and ensuring timely submission of deliverables with project staff.

· Lead all monitoring, performance measurement and learning systems as part of the plans.

· Develop task updates and participate in weekly coordination meetings with USAID COR.

· Prepare all M&E data on tasks performed to support quarterly and annual report development

· Assist in designing data collection methods and supervising survey firms.

· Facilitate strong collaboration, learning and adaptive management practices in USAID business processes and throughout the program cycle.

  • Foster strong collaborative relationships with key stakeholders, serves as a convener for dialogue and learning around emerging issues, assists in identifying and responding to key learning issues, and coordinates efforts amongst implementers working in common Development Objectives.
  • Support the development and implementation of a learning plan that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
  • Support strategic communications, including producing publications and organizing public events with partners and other stakeholders.
  • Support business process re-engineering, including assisting in negotiating change management around monitoring, evaluation and learning related issues.
  • Support facilitation, including facilitating processes and workshops; facilitating learning, collaboration and coordination among implementing partners and other collaborators with the greatest impact on results; producing reflections on the implications of new learning; developing product plans for adapting programs accordingly; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID to interact with them based on strategy implementation and evidence-based experience.

· Support recruitment and outreach to identify qualified local and international M&E and learning specialists.

Qualifications:

· Master’s degree in demography, geography, social science research, or relevant area required.

· At least six years of experience supporting or leading M&E and/or learning with USAID-funded projects, including developing performance monitoring systems, data quality control and reporting.

· Experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.

· High level of proficiency with database systems and online project tracker systems.

· Ability to work well with ArcGIS, SPSS and Excel.

· Excellent communication, presentation, training, and facilitation skills.

· Fluency in English and French required.
