Context:

Under the direct supervision of the Head of Preparedness and Response Division (PRD) and the technical oversight of the Deputy Director, Department of Operations and Emergencies (DOE) at Headquarters the successful candidate will be responsible for providing technical support for the development and implementation of IOM’s preparedness and response activities and services across the different regions of operations. This will entail the provision of strong leadership in needs assessment and strategic planning functions in support of emergency and crisis preparedness, mitigation and response in natural disaster and conflict settings.

In close collaboration with the sub sections of PRD at headquarters that are Camp Coordination and Camp Management (CCCM), Shelter and Displacement Tracking Matrix (DTM) and Country Offices, the Senior Emergency Preparedness and Response Officer will be responsible for providing technical support to all aspects of the migration crisis management, preparedness and response programming, including the achievement of expected results as a contribution to the areas identified by the IOM Global Strategy (Points 9 and 10) and DOE strategic plan for migration crisis management and emergency response.

The position requires a high degree of technical and contextual knowledge of emergencies

(man-made and of natural origin), human security and disaster risk management issues.

The position requires expertise in how societal exposure and vulnerability to these hazards combine to create humanitarian crises. This requires an understanding of how conflicts and disasters operate, and how both can be mitigated through preparedness and effective response and delivery of humanitarian assistance. Recurring key themes include capacity building, preparedness activities and initiatives, effective and well-coordinated response activities, Disaster Risk Reduction (DRR), mitigation and/or the addressing of natural disaster-related losses across human settlements; Clusters and Inter-Agency Standing Committee (IASC) policies and guidance and addressing gender-related disparities across all sectors of activities.

The position requires continuous interaction with fellow UN agencies and staff, government officials, donor governments, civil society, clusters, academia and other key partners involved in humanitarian emergency and recovery assistance. Particular interaction is needed with Office for the Coordination of Humanitarian Affairs (OCHA) sections, specialized UN agencies, IASC Cluster Lead agencies, International Humanitarian Partnership (IHP), EU Civil Protection (EUCP), and key donors. It will also require interaction with external partners ranging from local stakeholders to regional organizations and international organizations involved in humanitarian assistance and programming worldwide.

Core Functions / Responsibilities:

  1. Providing technical support and coordination to Regional Offices and Country Offices on preparedness and response initiatives, in line with IOM agreements, policies and standards. As necessary, monitor progress towards pre-determined results and advise compliance with IASC-adopted mechanisms.

  2. Provide oversight of operational humanitarian and specifically activities that fall under the PRD portfolio of activities. In case of new emergencies, provide technical support to Country Offices through inter-agency collaboration for needs assessment and strategic planning and programming of preparedness and response interventions. This includes defining priority responses for camp coordination and camp management (or otherwise defined temporary settlement areas for/of affected population), land, shelter, protection, health, logistic services, and displacement tracking and monitoring assistance.

  3. Provide input to IASC working groups including the IASC Sub-Working Groups on Preparedness’ Early Warning/Early Action Report, Needs Assessment, Information Management Working Group, Inter Agency Group on Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs) and other reference and ad hoc groups with regard to potential humanitarian emergencies ensuring IOM presence and highlighting core migration crisis management, preparedness, response and transition/recovery issues.

  4. Collaborate with DOE Regional Thematic Specialists (RTS) on the regional DOE knowledge network on themes and issues that have been identified in the different regions to ensure that the knowledge network in the regions is fully integrated into the global DOE electronic knowledge network.

  5. Contribute to review and project endorsement on behalf of and in coordination with DOE RTS

on relevant emergency projects for the region.

  1. Liaise with other relevant IOM Departments, Divisions and Programs regarding projects, initiatives and events which might have implications for IOM’s humanitarian role; these include migrant assistance activities, international migration law activities, health and psychosocial support activities, gender related activities, gender-based violence prevention activities in camps, the Migrants in Countries in Crisis (MICIC) initiative, migrant and persons movements, etc.

  2. Provide surge support to IOM emergency operations, serving as emergency coordinator, including Cluster related contexts where IOM has taken the lead as required, either in person or through support in identification of personnel. Identify and maintain linkages with IOM staff, external consultants and seconded personnel in coordination functions.

  3. Directly manage and lead the PRD team tasked with overseeing the project cycle process, humanitarian appeals (in coordination with the Donor Relations Division), and relevant inter-agency discussions, whether bilateral or in the context of the IASC.

Advocacy and Resource Mobilization:

  1. Undertake senior technical-level negotiations with counterparts in bilateral and multilateral agencies located at headquarters level, in coordination with relevant Departments and Divisions, to contribute to IOM’s positioning ensuring that IOM’s migration crisis and the beneficiaries it advocates for are adequately reflected or represented in the different fora.

  2. Support PRD on technical and strategic matters in inter-agency and international meeting/workshops, in coordination with the different DOE Divisions; present PRD operational policies, strategies, results and lessons learned in workshops, seminars and conferences; and contribute to inter-agency publications and reports ensuring that IOM preparedness and response capabilities are well reflected.

Partnership Building:

  1. Represent PRD on matters of inter-organizational working groups and participate in task forces within established inter-organizational bodies and networks towards developing common programming principles, approaches and joint programmes.

  2. Support IOM’s global role and lead in CCCM cluster as well as in its operational role in shelter operations, in close coordination with respective teams.

  3. Support the development of strategic partnerships, alliances and policies relevant to the achievement of the overall strategy of the Organization and the DOE Department.

  4. Promote and facilitate internal IOM cooperation and synergies in the preparedness and emergency field.

  5. Represent the Head of the PRD division in external fora, as required.

  6. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in emergencies the field of preparedness, response and cluster coordination;

• Experience in migration and crises issues including project development, and management;

• Experience in liaising with donors, global partners, Permanent Missions, governmental authorities, other national/international institutions and INGOs;

• Demonstrated expertise in the thematic area relevant to project development;

• Knowledge of monitoring and evaluation;

• Knowledge or experience of regional issues an advantage.

Languages

Fluency in English and French is required. Working knowledge of Spanish is an advantage.
