Context:

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand works to support

32 country offices covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies, processes and programmes in line with the overall priorities and policies of the Organization and to provide programme-specific technical expertise to the countries within its region. Regional Thematic Specialists (RTS) in the various areas of migration management, policy and project development are based in ROAP to fulfill this responsibility.

Under the direct supervision of the Regional Director (RD) for Asia and the Pacific based in Bangkok and the thematic oversight of the Head of the Migration, Environment and Climate Change (MECC) Division at Headquarters (HQ), the successful candidate will act as a regional thematic resource person; monitors and analyses regional thematic trends; supports regional thematic project development, and reviews and endorses projects related to his/her thematic area in Asia and the Pacific.

Core Functions / Responsibilities:

  1. Act as a thematic resource person providing capacity building, training, and general support to Country Offices (CO) in the region. Contribute to building the capacity of IOM staff in migration, environment and climate change (MECC) through a combination of formal training and on-the-job mentoring.

  2. Act as the main counterpart to the MECC Division in HQ, ensure coordination, knowledge exchange and information flows between the MECC Division and ROAP.

  3. Provide technical guidance and inputs to ensure that environment and climate change dimensions are integrated into relevant programmes, projects and strategies under other thematic areas, in close coordination with Regional Thematic Specialists (RTSs) and relevant colleagues.

  4. Provide technical guidance to governments and other agencies working on MECC issues and strengthen the knowledge base relating to the thematic area. Liaise with donors, regional organizations, UN and intergovernmental agencies, partner organizations in public and/or private sector in close collaboration with MECC HQ to develop partnerships and identify potential joint-activities on MECC.

  5. Identify emerging issues relevant to the thematic area and develop regional thematic guidance notes, information sheets and policy documents and reports in coordination with the Regional Liaison and Policy Officer (RLPO), CO, the MECC Division and relevant HQ Division(s).

  6. Provide thematic guidance to Project Managers through sharing information and providing general technical support upon request from CO in coordination with relevant ROAP colleagues.

  7. Contribute to the development of regional and multi-country MECC strategies, programmes and projects and identify synergies between thematic areas in close coordination with the Regional Project Development Officer (RPDO). Provide MECC thematic inputs in the development of national strategies.

  8. Review, endorse, and track project proposals developed by CO in the region, coordinate and provide regular updates to the MECC HQ Division on projects endorsed. Ensure that all endorsed projects are:

a. Consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;

b. Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); and,

c. Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.

  1. Participate in and actively contribute to IOM’s network of RTSs globally, analyse and share best practices with MECC Divisions and other relevant HQ Divisions and COs.

  2. Ensure the delivery of quality MECC thematic training to governments as required by COs in the region.

  3. Represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director, in coordination with MECC Division when relevant.

  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, Law, Management, Information Management, Environmental Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Advanced understanding on migration displacement, environment, climate change and natural disasters;

• Demonstrated high level of expertise in the thematic area relevant to project development;

• Experience in the field of migration issues, including operational and field experience, IOM

project development, management and reporting;

• Writing, research and publishing track record in particular in migration and environmental issues;

• Sound knowledge of international for a and policy process in the areas of migration, climate change, environment, disaster risk reduction, knowledge of frameworks such as UN conventions on climate change, ecosystems, desertification, the Platform on Disaster Displacement, MICIC Initiative etc.;

• Understanding of legal frameworks human rights approaches, soft law and protection issues related to environmental migration;

• Experience in liaising with governmental authorities, donors, academia, other national/international institutions and NGOs;

• Proven flexibility to coordinate contributions from diverse stakeholders;

• Excellent team building skills with a track record in team coordination and building trust;

• Knowledge of monitoring and evaluation; and,

• Experience of regional issues a distinct advantage.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
