HEKS/EPER Swiss Church Aid, is the aid organisation of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people.

HEKS/EPER is based in Kampala, Uganda, and manages a program with a small team of national and expatriates. HEKS/EPER works through local partner organisations and supports projects in refugee settlements in Uganda and IDPs in South Sudan. Our main sectors of intervention are WASH, livelihood, peace and conflict transformation with a strong human rights-based approach.

For our country program in Uganda and South Sudan, HEKS/EPER is looking for a candidate (M/F) to fulfill the role of:

Country Director Uganda and South Sudan (100%)

Your responsibilites:

  • Monitor the global countries’ situation considering the internal and regional dynamics. Ensure an excellent understanding of the political, social and humanitarian situation
  • Lead and develop the countries’ strategy after validation from the HEKS/EPER Headquarter and ensure its implementation
  • Oversee the development, the implementation, the coordination and the monitoring of the HEKS/EPER programs and projects in Uganda and South Sudan
  • Ensure the quality of the project proposals and reports submitted by local partner organizations to HEKS/EPER
  • Ensure acquisition of funds from international donors for the HEKS/EPER program
  • Manage and coordinate HEKS/EPER country Office in Uganda with a small team of national and expatriate personnel. Responsible for general human resource and security management
  • Final responsibility in all administrative and financial matters
  • Represent HEKS/EPER in Uganda and in South Sudan
  • Support partner organizations in their institutional development
  • Develop an extensive network and strong relationships with key national authorities and humanitarian actors, including donors, UN agencies and INGOs representatives

Your profile:

  • At least 5 years’ work experience in a senior management position in an international NGO as well as field work experience in Uganda and South Sudan
  • Strong experience in insecure and access-hindered environments, with experience in supporting emergency response programming, access negotiation and security management
  • Extensive experience in program development and fundraising, including in working with major institutional donors
  • Experience in managing multi-sector programs (i.e. WASH, food security, livelihood, cash-based intervention, peace and conflict transformation)
  • University degree in a technical discipline (i.e. agronomy, economy, engineering, development, peace promotion)
  • Proactive, flexible, innovative and sensitive to cultural values
  • Fluent in written and spoken English
  • Strong management skills, as well as planning, monitoring, communication and reporting skills
  • Good analytical and leadership skills
  • In-depth knowledge of the key issues and trends in humanitarian and development aid
  • Good networks
