NRC Afghanistan is now looking for a Monitoring and Evaluation (M&E) Manager. We are looking for an experienced M&E professional to lead and manage the M&E unit. An independent and strategic thinker. NRC AFGHANISTAN

Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as the ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.

ABOUT THE POSITION

The role of the M&E Manager is to establish and implement systems that promote evidence-based decision-making, programme and project performance, and internal management. The M&E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Manager will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost-efficient and meaningful M&E systems.

Responsibilities

  1. Responsible for design, development, and implementation of M&E systems, including M&E SOPs, guidance and tools;
  2. Advise management on M&E solutions/options in the design of M&E staffing, resourcing, and budgeting for M&E, and M&E priorities for the country office;
  3. Support Core Competency Specialists in the development of macro logframes, ensuring that intervention logic and indicators comply with both NRC (mandatory indicators) and industry (SPHERE etc.) standards;
  4. Provide substantial technical M&E support in programme design and proposal discussions, including theory of change development, log frame design, and budgeting for M&E;
  5. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use;
  6. Support the implementation, dissemination, and use of evaluations, assessments and monitoring data in programme development, adjustment or review;
  7. Implement and oversee adherence to guidelines for handling feedback and complaints;
  8. Contribute to organisational learning through supporting specific analysis, lessons learned, and reports;
  9. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas;
  10. Maintain an up to date database of project output achievements on the internal DHIS 2 for NRC global outcome and output reporting (GORS);
  11. Use PowerBI as an analysis tool to produce monthly visualizations of M&E output and outcome data;
  12. Support project teams to collect and maintain GIS data on project sites. Produce regular GIS maps of NRC project locations;
  13. Review potential accountability mechanisms for NRC programming in Afghanistan, and implement selected options to ensure robust Accountability to Affected Populations;

WE ARE LOOKING FOR YOU IF YOU HAVE:

  • At least 3 years’ experience in creating and leading the implementation of M&E systems for an international NGO, notably in an emergency or post-conflict setting;
  • At least 5 years’ experience with and knowledge of principles and current approaches to M&E in relief and development programmes, using both quantitative and qualitative methods;
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;
  • Experience in facilitating external evaluations and internal learning;
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
  • High-level of English language proficiency;
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access);
  • Experience in data management and in the use of DHIS 2, Power BI, GIS, Kobo, SPSS, and other databasing software (salesforce, xql server etc.)
  • Good cultural awareness and sensitivity;
  • Ability to work under pressure, independently and with limited supervision;
  • Ability and willingness to work/live and be mobile under difficult circumstances;
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;
  • Holds self-accountable for making decisions, managing resources efficiently holds the team accountable to deliver on their responsibilities.

ADDITIONAL INFORMATION:

This position is open to both Afghani nationals and all other nationalities as well. The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.

This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited. All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.

An approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for a visa to Afghanistan.
