NRC Afghanistan is now looking for a Monitoring and Evaluation (M&E) Manager. We are looking for an experienced M&E professional to lead and manage the M&E unit. An independent and strategic thinker. Someone who is highly analytical- able to examine lots of data to grasp issues, draw conclusions and help solve problems. Someone who is comfortable and able to work within a matrix management structure and develop collaborative relationships. NRC AFGHANISTAN
Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as the ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.
ABOUT THE POSITION
The role of the M&E Manager is to establish and implement systems that promote evidence-based decision-making, programme and project performance, and internal management. The M&E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Manager will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost-efficient and meaningful M&E systems.

This position is open to both Afghani nationals and all other nationalities as well. The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.
This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited. All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
An approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for a visa to Afghanistan.
