JOB SUMMARY:

The Program Manager, based in San Francisco Bay Area, will have management and backstopping responsibilities for GRI contracts in Iraq. The Program Manager will ensure projects under her/his responsibility comply with GRI’s technical, operational, and ethical standards. This includes ensuring programmatic, operational, and financial deliverables of the project are met; regularly assessing program impact; and driving a positive team culture. S/he will participate in related research and documentation efforts and represent GRI at meetings and events. Regular travel to Iraq is required.

RESPONSIBILITIES:

  • Manage/backstop multi-year contracts in Iraq, including providing project management support for the assessment, management, design, implementation, monitoring and evaluation, and compliance with donor rules and regulations;
  • Work with field counterparts to ensure timely and quality planning and donor reporting including: work plans, detailed project implementation plans, baseline reports, progress reports, etc.;
  • Work with Finance team to review and oversee budgets and ensure timely and appropriate use of program funds;
  • Identify project monitoring and evaluation needs on field programs, and support the documentation of program impact
  • Promote program quality by identifying field programs technical needs and coordinating the necessary technical assistance;
  • Represent GRI to donors, colleague agencies, government, and the private sector when requested;
  • Present results of implementation at international conferences and through international working groups;
  • Participate in the development of organizational processes and procedures to ensure efficient operations of program implementation
  • Assist with the identification of potential business opportunities
  • Respond to requests for information from the field
  • Liaise with other staff members to share information regarding program, discuss field needs, and develop strategies
  • Perform other duties as assigned

REQUIRED EXPERIENCE:

  • Bachelor’s degree, preferably in International Development, Gender, Economic Development, Political Science, Law or related subject; graduate degree preferred
  • A minimum of seven (7) years relevant work experience in international development working on related projects with increased management responsibilities
  • Experience in the management or backstopping of multi-year contracts, especially USAID funded
  • Demonstrated knowledge of USAID contractual regulations required
  • Prior experience in Iraq a plus
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Excellent oral communication skills
  • Exceptional writing skills to effectively create clear and concise proposals and reports
  • Excellent representation, planning, and management skills
  • Capacity to work both independently and as a member of a team
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Working knowledge of budget and accounting procedures
  • Ability and willingness to travel to project locations
  • Living or working experience within the Middle East preferred
  • Fluency in English required; Arabic a plus
